The Temporary Union of Suppliers between the regional company Grupo Singular and the University of Concepción won the bid for the design and development of the Productive Development Policy for the Magallanes and Chilean Antarctic Region 2020-2025, led by the Division of Development and Industries of the Regional Government.

Mauricio F. Ojeda Silva, Manager of Grupo Singular, described this initiative as “a great responsibility that we take on with enthusiasm and commitment, and also a tremendous opportunity for the people of Magallanes to actively participate in the co-construction of this policy, guiding the economic and productive development of our region.”

“We have unique local characteristics that set us apart—both comparative and competitive advantages—that we must strengthen. We need to gradually advance toward greater diversification and sustainability. Additionally, we will work on identifying new development opportunities for the region. Beyond traditional productive activities, we believe there are capabilities and conditions to initiate or strengthen new industries related to science, technology, and innovation,” says Ojeda.

For Ojeda, community participation is “fundamental to the success of this policy. We have all seen how people demand a more active role in decision-making, especially in shaping policies that directly affect our daily lives. This is an opportunity to express how we envision our region and how we project the future of local productive development over the next five years. It must be a truly co-constructed policy—broad, inclusive, and representative of the people of Magallanes. To achieve this, we will travel to all the region’s municipalities and seek participation from authorities, public entities, academic institutions, productive development actors, civil society, representatives of indigenous communities, and more.”

The Vision from UdeC

Claudio Maggi Campos, Director of Innovation at the University of Concepción, sees the development of the Productive Development Policy as “a great challenge in terms of bringing the knowledge and expertise of our university’s researchers to serve the Magallanes and Chilean Antarctic Region, considering its unique and undeniable development potential in areas such as logistics, specialized tourism, livestock farming, marine resources, and scientific research.”

Maggi adds that “since its foundation 100 years ago, the University of Concepción has been committed to territorial development through continuous research and development efforts, primarily focused on the regions of Biobío, Ñuble, and Aysén. This initiative will contribute to participatory approaches, open innovation, scenario prospecting, and governance models for productive development.”

The Work Team

In addition to Mauricio Ojeda and Claudio Maggi, the team responsible for developing the policy includes Inti Núñez Ursic, Jeanne W. Simon, and Martín Mellado Guerrero from UdeC. On behalf of Grupo Singular, the team consists of Paola Acuña Gómez, Isa María Muzio Consigliere, Edgardo Vega Artigues, Joaquín Vásquez Elías, and Francisco Mulet Evans.

It is a high-performance, cross-disciplinary, and pluralistic team, united by a genuine desire to contribute to the development of the Magallanes Region. The group combines experienced professionals in productive development and public policy—provided by UdeC—with professionals who live and work in Magallanes, bringing deep local knowledge through Grupo Singular,” concludes Ojeda, who also serves as the legal representative of the Temporary Union of Suppliers.
